The City of Fountain Valley approved the Villa Serena Residential project. The discretionary actions included a General Plan Amendment from R-1 (Low Density Residential) to GH (Garden Homes) for the southerly portion of the site to allow the development of 12 garden homes. The project is located at 10460 Slater Avenue at the southwest corner of Slater Avenue and Ward Street.

Keystone DCS, Inc. has submitted a request to construct seven (7) new single-family homes on the 1.02-acre vacant property located at 9801 Starfish Avenue, Fountain Valley, CA 92708 (APN 167-232-01).The project includes a General Plan Amendment from Low Density Residential to Low Medium Density Residential, a zone change from R-1 (Low Density Residential) to GH (Garden Homes) and a tentative tract map to allow the development of seven homes. The project site is vacant and located adjacent to and east of the Huntington Valley Baptist church. The project applicant proposes seven (7) market rate, two-story single-family detached residential units at a density of 6.86 dwelling units per acre. The project proposes 23 parking spaces, including two spaces per unit in an enclosed garage and nine (9) guest parking spaces along the private on-site street. Access to the project site would be from Starfish Avenue and a new private street that would extend from Starfish Avenue to the north end of the site for access to each property. The project proposes four (4) different floor plans. All of the homes would have four bedrooms and 4.5 bathrooms and range in size from 2,408 square feet up to 3,180 square feet. All units would have 2-car garages and the lots would range from 4,552 square feet for the smallest lot to 5,989 square feet for the largest lot. The seven homes are proposed to have an American – Colonial style of architecture. The project is scheduled to be constructed in one phase with construction tentatively scheduled to start in September 2021 and completed in June 2022.

Brookfield Residential has submitted a request to construct 74 new single-family homes on the 13-acre former Fred Moiola Elementary School site located at 9790 Finch Avenue, Fountain Valley, CA 92708 (APN 157-033-15). The proposed project would demolish the existing vacant school buildings, accessory structures, pavement, and infrastructure on the project site, and construct 74 new single-family residences with solar panels, onsite roadways with sidewalks, and an approximately 1.12-acre park. The project includes installation of new water, sewer, and stormwater drainage infrastructure that would connect to existing infrastructure adjacent to the site. This includes removal of the existing connections and development of new connections to the Orange County flood control channel that is adjacent to the site, which requires an encroachment permit from the Orange County Department of Public Works. In addition, the project includes a Response Action by the California Department of Toxic Substances Control to reduce potential subsurface volatile organic compound vapor accumulation below some of the proposed residential structures.
The project includes a General Plan Amendment to change the Land Use designation of the site from Public Facilities to Low Density Residential (LDR), Low Medium Density Residential (LMDR), and Park to align with the single-family development (zoned R1) along the west side of the site. The project also includes a zone change to change the zone from PI-Public and Institutional to R-1-Single-Family Residential and GH-Garden Homes with a Planned Development (PD) Overlay to allow flexibility on the maximum coverage in the GH zoning and the ratio of 2nd story building area to 1st story building in the R1 zoned areas; and PI to P/OS-Parks and Open Space for the approximately 1.12-acre park. The proposed project would result in a gross density of 5.69 dwelling units per acre (du/ac), with a density of 4.72 du/ac in the portion of the project within the R1 zone along the western side of the project and 6.69 du/ac within the GH zone within the remainder of the project site. Proposed lot sizes in the R1 zone will be a minimum 7,200 square feet and a minimum 4,500 square feet in the GH zone. Homes will range from 2,790 square to 3,419 square feet with 4-5 bedrooms and 3-4.5 bathrooms. A Tentative Tract Map and Precise Plan of Design applications are also proposed. A Conditional Use Permit is also proposed to allow for the development of single-family dwellings in the GH zone.

The Planning Department received an application from Our Lady of Guadalupe for the development of 29 low-income senior independent living units in an 18,039 square foot 2-story building on the 2.1 acre site currently occupied by Our Lady of Guadalupe located at 17103 Magnolia Street.
The Our Lady of Guadalupe Senior residential project is proposed for the open space area west of the existing Our Lady of Guadalupe building that is currently developed with 22 parking spaces, a 1,500 square foot patio with benches, chairs and tables and a 15,000 square garden.

All evidence and testimony for or against the approval of the Our Lady of Guadalupe residential project and the adoption of the Mitigated Negative Declaration will be considered. The proposed two-story building consists of one separate building that is connected by a second floor corridor. The project proposes 14 independent units on the first floor that totals 6,538 square feet of living space and 15 independent units on the second floor that total 6,960 square feet of living space for a total of 13,498 square feet of living space. The project proposes 68 parking spaces, which includes retaining 25 existing spaces, 21 relocated spaces and 22 new parking spaces. Access to the project site would be from Magnolia Avenue that extends along and forms the east project boundary.
The project will require a General Plan Amendment to High Density Residential and a zone change to R4 High Density Multiple Dwelling to allow for the development of 29 low-income senior units with density bonuses permitted by state law.
The proposed R4 Zone applied to the 2.1 acre site would allow a maximum development of 30 du/ac or 63 dwelling units. There are, however, 71 existing residential units on the site associated with the existing Our Lady of Guadalupe development with a density of 33.8 DU/AC (71 dwelling units ÷ 2.1 acres = 33.8 DU/AC). The addition of the proposed 29 dwelling units would increase the density on the site to 47.6 DU/AC and greater than allowed by the R4 zone. The project is requesting a density bonus to allow 100 units on the site as opposed to 63 units as allowed by the requested R4 zone.
Fountain Valley Municipal Code (FVMC) 21.08.040 requires 27.5 ft. between the proposed residential building and the existing Our Lady of Guadalupe building. The project proposes 20 feet between the two residential structures. Thus, the project is requesting a concession to this requirement.
FVMC 21.08.040 requires a minimum floor area of 500 square feet for a studio unit and 750 square feet for a 1-bedroom unit. The project proposes 378 square feet and 422 square feet of floor area for studio units and 556 square feet for 1-bedroom units. Thus, the project is requesting a concession to floor area requirement.
FVMC 21.08.040 requires 100 square feet of private open space per multi-family unit. Due to the site constraints in order to provide 29 units, the project is unable to provide 100 square feet of private open space as required by the FVMC. The residents, however, would have access to other existing outdoor amenities on the site and include a pet area (713 square feet), walking path (591 square feet), two patios (172 square feet and 495 square feet), and a patio by the entry of the new building (421 sf). The residents of the proposed building would also have access to and the use of the recreational amenities in the existing Our Lady of Guadalupe building adjacent to the proposed building and include a lounge/library (294 square feet) and recreation rooms (1,222 square feet and 603 square feet) on the first floor and a TV/Game Room (399 sf) on the second floor. The project is requesting a concession to the private open space requirement.
The Project will be setback 84 feet from the west property line, 64 feet from the south property line, 7 feet from the north property line, and 391 feet from the east property line.
The project proposes two floor plans with 15 studio units and 14 one-bedroom units. The size of the studio units are 378 square feet, 422 square feet and the one-bedroom units are 556 square feet. There is no floor area ratio (FAR) requirement in the R4 zone. The project lot coverage is 31%. The architectural style is Contemporary Spanish.
The project proposes open space consisting of a 713 square foot pet area, a 591 square foot walking path, 2 patios outside of the recreation room of 172 square feet and 495 square feet and a 421 square foot patio near the entry of the new building. The project is scheduled to be constructed in one phase with construction tentatively scheduled to start October 2023 and completed in October 2024.

As part of the City’s plan to attain fiscal sustainability, the City is exploring an Electronic Messaging Center (EMC) as a method to generate revenue. The project proposed would entail the construction of a 65 foot tall pole sign structure located at 10955 Ellis Avenue.
An Environmental Impact Report (EIR) was approved previously for the project as part of a prior version of an EMC, which included Findings of Fact and Statement of Overriding Consideration and the Mitigation Monitoring Program. The proposed sign is also within Caltrans non-landscape area and located along the 405 Freeway. The City is considering the establishment of an agreement with a qualified firm to construct and operate an EMC for fifteen (15) years with an option for three (3), five (5)-year extensions at the City’s sole and absolute discretion.
The approval of the lease agreement with the qualified firm (Outfront Media LLC) will be considered by the City Council at their regularly scheduled meeting of May 3, 2022.

Project Description: Becker Boards Small, LLC (Applicant) is proposing to demolish an existing 60-foot-tall pole sign structure located at 18375 Euclid Street and construct a new pole-mounted digital sign in its place. The proposed Project would require an amendment to Section 2.9 of the Fountain Valley Crossings Specific Plan, issuance of an Outdoor Advertising Permit from the California Department of Transportation (Caltrans) and a Development Agreement with the City of Fountain Valley.
