The City of Fountain Valley is currently a General Law City, which means it operates under the rules set by California State Law. The powers and authority for a General Law City must be consistent with what is explicitly permitted by the state. However, the city is considering becoming a Charter City. This would allow it to operate under a voter-approved charter, which acts as a local constitution. A charter, if approved by the voters, would allow the city authority and flexibility over its own local affairs.
