[ARCHIVED] Mysterious Substance on Street Light Poles Identified

The City has received several inquiries regarding a mystery substance recently observed on street light poles and utility structures throughout various neighborhoods. The substance is part of the California Department of Food & Agriculture (CDFA) Oriental Fruit Fly eradication efforts. The Oriental Fruit Fly was detected in parts of Fountain Valley, prompting treatment measures by state officials. CDFA uses gel-like “bait stations” to control and eliminate male Oriental Fruit Flies. These baits are applied at least 6 feet above ground on public rights-of-way—specifically on street lights, utility poles, and trees. The gel attracts and kills male flies before they can breed, helping to prevent the spread of this invasive pest. The attractant is highly specific to fruit flies and does not pose a risk to beneficial insects such as bees or butterflies. It is safe and it is not harmful to people or pets. Please do not disturb or remove the bait stations. While they may remain visible for an extended period, they are a critical part of a broader agricultural protection strategy.
