Permit Center

Fountain Valley's Permit Center is the City's electronic plan check and permit system which allows you to submit a permit application online and upload plans for plan review. By submitting your plans in an electronic format (PDF), most of the cost associated with paper plans is eliminated and you can stay updated on the progress of your project.

If your project requires Fire Department review, paper plans shall be submitted separately.

To begin using the Fountain Valley Permit Center:

Create an account at the city's permit portal system:  https://fountainvalley.cts.city.  
Verify your email address and then log back in to the web site.

Fill out the permit application and upload your PDF plan documents.

Uploaded PDF Plan Document Should Include:

        1. Plan Review Submittal Criteria Checklist
        2. Mechanical, Electrical, Plumbing and Structural plan sheet
        3. Structural Calculations
        4. Title 24 Documents
        5. Geotechnical Report
        6. Soils Report
        7. Homeowners Association (HOA) Approval Documents

Pay the plan check fee with a VISA or MasterCard.


Please adhere to these PDF Submittal Guidelines or your project will be rejected.

The Permit Center is where all building plan check takes place for a project.

Submitting (PDF) plans for the first plan check submittal is straight forward as the (PDF) plans are uploaded with the initial application.

Resubmitting plans for additional plan checks is a different process. For the steps for how to resubmit (PDF documents after the first plan check or after the initial application has been accepted, click here.

Downloading Returned Documents when plan check process  is complete.  Your project plans are returned in a .zip file. Click here for the process for downloading returned documents.
